In the past the NC has allowed others ( Like Tina as an example) to run
the official lists, that is in the NC's power under "delegation". The
Chair can delegate authority and responsibility still rests where the
Bylaws puts it. (authority can be a list manager, but responsibility
still rests with the NC)

Even the NC can moderate a whole PROJECT unreasonably, as has recently
been seen. But we have to allow the freedom of choice to the Chair, and
if they are even-minded, then we have to give them the ability to make
that kind of decision. (It can get sticky...)
