My idea behind setting up a temporary committee was to seat a
committee to review the EC procedures and make recommendations
for any changes and to come up with recommendations for the AB.
The AB in turn would have suggestions/recommendations to work
with and would be able to discuss them and then make a decision
on whether or not to keep, discard, or change one or all of them.
I also intended to include an EC member who was familiar with the
EC's procedures to speed up the process.
On the 14 day time frame: I don't know how many of the AB members
have full time jobs but I think most of us do. Under these two
circumstances 14 days may be too short and might result in
hastily thrown together recommendations
Motion states:
... "The Voter Fraud Committee will return their recommended
procedures to the full Advisory Board within the time frame
stated above for an immediate vote. The proposed procedural
change submitted by the Election Committee will be returned at
the same time for a vote by the Advisory Board and be immediately
submitted to the Election Committee".
The way I read this section: The committee will return its
recommendations and an immediate motion is to be made. Since the
motion for procedures is usually a - I move to accept (reject)
the below procedures - this means that the only option the AB has
is to vote yes or no. If I'm not mistaken PP requires that all
discussion must relate directly to the motion as stated, i.e.
should the procedures be accepted/rejected and why. This does not
allow the AB the option to discuss each item and make a decision
of whether or not to accept, reject or amend any given item or to
even come up with additional procedures. This is not what I had
in mind and isn't what I think most of the AB members had in
mind.
