Question - what harm would come if a possibly ineligible person is
allowed to be included in a preference poll? This is not an election,
after all, just a way to ask the members of the project for their
opinion.

The EC procedure has long been that if there is a question of voter
eligibility, then the person gets a vote. Since in this instance, it's
not an election that can be determined by a single vote, is there some
harm that would befall the project if the grievant is allowed to vote in
the poll?
