A message was posted on my county message board which had nothing to do with
the county, but was for a particular surname. When I clicked on the poster's
email address, I found she had posted the same message to every county in the
state. Evidently she does not know where in this state the family she is
interested in lived, and is just hoping for a response. Is this considered
Spam, and should it be reported to Abuse?
