Jane,
The French and Indian Wars occurred years before the time period I think we are discussing. What would prevent settlers who left VA during the early to mid 1760's from returning to resume residency there? I'm comparing what the Pennsylvanians did who had fled east to safety when Indian attacks could occur at any time---they returned to their land and cabins when it was safe.
Why would Virginians of the period not do the same, especially if they owned land in the area that was then VA? Wouldn't they want to protect their investment? I can understand leaving at a later date when threatened by punitive taxes, etc.

Pressure by North Carolina state laws increased as statehood became a reality in 1790. Early Brethren moved out of southern Virginia, especially, during the French and Indian War seeking safety in the Moravian settlement in North Carolina or they returned to Pennsylvania. During this period, the Quakers, Moravians, Brethren, and other German-speaking groups usually moved together when settling a new area. As North Carolina moved from a wilderness to statehood, pressures were exerted on those dissenting groups until many of them moved to other areas just being opened for settlement to avoid loosing their lands, paying taxes at least three times the assessment of their non-dissenting neighbors, jail time, and other pressures.
