Children can even manage to escape being registered today, albeit with
some difficulty, so it was definitely possible then.

The child should have been registered within 6 weeks as you know, or
her parents would have been fined. If they were late, then they had
the option of paying the fine, lying about her date of birth or simply
not registering her at all.

The other alternative is that for some reason she was missed out of
the register, although that was less likely to happen at a register
office.
