On the 1871 census my ggg grandparents Solomon and Rebecca Davis are shown living at 16 Bell Lane, Spitalfields. Nothing unusual in that, they moved around that area from 1841 onwards. However on the census record the district is shown as "Whitechapel Board Works". I haven't come across this designation before and googling hasn't helped. Does anybody know what this term refers to. I believe the address may be very close to what was then the Jewish Free School, in fact one of the other residents of 16 is shown as a schoolmaster. I don't know if that is significant.
