Anne,

For genealogical purposes Machen is probably best described as being in
Monmouthshire (which became Gwent, hence the Gwent Family History Society
and Gwent Record Office). Machen is in two parts: a large village called
Machen with an industrial past, and a small rural village (which runs an
annual arts festival) called Lower Machen. Both are in the Rhymney Valley,
and on the road (A468) from Newport to Caerphilly. (Machen is no longer in
Monmouthshire or Gwent but in Caerphilly District.)

http://www.genuki.org.uk/ will get you further with parishes.
http://uk.multimap.com/ and similar sites are good for geography.
