Dear Jackie,
The US censuses are not released until 72 years have passed. The 1930 census was just released last April. 1950 censuses will be released in 2023 sometime. The government will release some census information to individuals but I don't think your case would be one of those.
If you wanted to find out if someone lived somewhere, the best bet would be to see if there is an old city directory for the area or if a library might have an old telephone book.
Property records would be another source if the person or his/her family owned the house.
Voter records for his parents if they are available for public access.
Sometimes libraries or archives at Historical Museums might have an old school year book.
Did you try the other schools in the area since you said that he didn't attend the same school.
Using switchboard.com, I found a Kelley De Lima listed in California.
