The best way to find an Enumeration District in a city, if you have the street address, is to use the home.pacbell.net site of Prof. S.P. Morse. It is called something like Obtaining Enumeration Districts for the 1930 Census in One Step. A Google search on the phrase "Enumeration Districts" turns it up first in the list. It's wonderful! I have used it for Erie, PA, Los Angeles, CA and Dallas, TX so far, all with excellent - and easy - results.
About the 1930 census - the street name (and range of addresses) is written along the left side of the census page. This is extremely helpful when one has no page or line numbers.
