CHAN, Rachel Ann (nee Denbigh) b. Feb 25, 1976 Rachel passed away peacefully
December 25, after a valiant fight with cancer. She leaves behind her best
friend and love of her life, husband Aaron, and two lovely children, Cesar,
4, and Sumiko, 2. Also, left to grieve her passing, parents David and Libby,
grandmother Anne, sister Sarah, her family: Brian, Yuma, and Olyn, brother
Ian, his wife Gina, and brother-in-law Nate. Rachel had a special spirit,
always remaining calm in the midst of chaos. She lived far too short a life,
but did a lot with the time she had. She spent the better part of five years
traveling the world including India, Greece, Turkey, England, Scotland,
Ireland and New Zealand. One fall Rachel trekked the Annapurna Massif in
Nepal with her very good friend Yana Preston. Throughout these years Rachel
worked as an au pair in Verbier, Switzerland. She met Aaron in Kamloops.
They moved to Victoria, where they started a family and have been living for
the past few years. They were married in Cy Hampson Park in July 2, 2004.
Rachel loved doing pottery and was developing a unique style, with skill and
artistic flair. Her devotion to her art, was only out shone by her
creativity and love in raising her children. As in everything she did, her
disease was tackled with courage, a calm resolve, and a strong will to beat
it. In the end she was at peace with her situation, and died quietly with
her family beside her. She will be sorely missed, but we know her spirit
will always be with us. The family would like to thank the staff at both the
Hospice at Royal Jubilee Hospital and the Palliative Care Unit at Saanich
Peninsula Hospital, especially Dr. Marsh and Dr. Norgrove. There will be a
celebration of Rachel's life on Monday, January 1, 2007 at noon, on the
beach at Cy Hampson Park on Lochside Drive. There will also be an open house
celebration on Saturday, January 13, at 74 Clarke St., Kamloops, from 11am
to 6pm. A foundation to help a village in a developing country will be set
up in the name of Rachel Chan. Donations can be made to the Rachel Chan Fund
by sending a cheque made out to Sarah Denbigh (Rachel's sister) at PO Box

SHELDAN, Barbara Gwen (Fumerton) It is with the deepest agony that Tim,
Michael, Lizzy, Sarah and Matthew release their radiant angel-Barbara to her
heavenly father. My wife, my best friend, the mother of my children was
taken from me on December 20 in a tragic accident. She leaves behind to keep
her legacy alive, her soul mate and husband, Tim, her precious Michael (15),
daughter and best friend Elizabeth (13), her golden angel Sarah (4), her
special little Mattie Matthew (2) and stepson Robert (24). For all who knew
her or were touched by her kind and gentle hand, she was a generous,
selfless and loving person, an irreplaceable life partner and mother who's
life revolved around her family. Barbara was most comfortable out of the
spotlight and focusing on caring for her children, her garden and
participating in her church and community. Her household and her nurturing
ways were her satisfaction. When not involved in her children's many
activities, educational and cultural pursuits, of which she was so proud-she
enjoyed simple pleasures-cooking and gardening, travelling with her family,
spending time in the RV and visiting with her siblings and many friends.
Employed as an economist for 17 years with the provincial government, she
took on many different roles, most recently with both the Ministry of
Aboriginal Relations and Reconciliation and then the Ministry of Economic
Development. Her work ethic, her intelligence, efficiency and approach to
her career made her an outstanding employee. In addition to her immediate
family, and predeceased by her dear mother Elaine, she leaves behind to
remember her, father Jack Fumerton, sisters Marilyn (Adrian), Jayne (Rick),
Jacquie (Mike), Meagan and brother Brian. Barbara's greatest life lesson
that she has left us, and unaware perhaps that she was doing so, is
tolerance for others and to treat each day as if it were your last. To my
darling wife-I shall always love you and miss you-you have taught me so
much. I cherish our years together and I will use your teachings in raising
our children. Memorial Service will be held on Friday, December 29th at 11am
at All Saints Anglican Church at 287 Pallisier Ave. in View Royal. Reception
to follow at All Saints Church Hall. Flowers gratefully declined, donations
can be made to the Barbara Sheldan Memorial Trust Fund (c/o the Royal Bank,
Douglas and Pandora Branch), or to Vancouver Children's Hospital in her
name, or to the Canadian Cancer Society. 326484

daughter, Kiyomi, sisters Fumi and Mitsu, and brothers Kuz, Art, and Masato,
he will be deeply missed by his loving companion Hazel, nieces Naomi and

the editor of "The New Canadian," a weekly civil rights newspaper which was
published first in Vancouver and then later in Kaslo, BC, where he was
interned during the war. In this role, Tom became an eloquent spokesman for
the rights of the Japanese Canadian community and an important community
leader during the wartime evacuation and resettlement. Through 1945-1946,
Tom served his country in the S-20 Intelligence Corps of the Canadian Army.
Upon discharge, he was encouraged to go to work for the CCF government in
Saskatchewan, initially as a research economist, and later as economic
advisor to the Premier, serving in this capacity with both Premiers
T.C.Douglas and W.S. Lloyd. In 1964, along with other prominent public
servants, known fondly as the "Saskatchewan Mafia," Tom moved to Ottawa,
first joining the Economic Council of Canada, then moving to the Finance
Department in 1967. In 1968, he was appointed Assistant Deputy Minister of
Finance, and by 1975, after a brief term as Deputy Minister of Energy, Mines
and Resources, he returned to the Finance Department as Deputy Minister,
serving under three Ministers of Finance: John Turner, Donald Macdonald, and
Jean Chretien. Among the many contributions Tom made to public policy
initiatives during his long career in public service, he was personally most
proud of the role he played in establishing hospital and medical care
insurance in Canada, in instituting child tax credits, and in providing for
the entry of foreign banks into the banking system. Retiring from the
Finance Department in 1979, Tom served in the Privy Council Office, advising
Prime Minister Trudeau on economic aspects of the Constitution. As well, he
was elected Chairman of the Board of Directors of Atomic Energy of Canada
that year. In 1980, at the age of 64, Tom moved to Victoria to become a
visiting professor at the University of Victoria, teaching in both the
School of Public Administration and the Department of Pacific and Asian
Studies. Ottawa's loss became Victoria's gain, as Tom enjoyed this new
career so much that he continued working with students in one capacity or
another for a further 15 years. Victoria also allowed Tom a chance to
indulge in his true passion: gardening. While he enjoyed fishing, curling,
travelling, golf, bridge, and poker, he was truly happiest when tending his
roses or digging his vegetable bed for a new season. Tom's many
contributions to public service, to his various communities, and to Canada,
have been recognized through many national awards, including Officer of the
Order of Canada (1978), Outstanding Achievement in the Public Service of
Canada (1978), the Vanier Medal in Public Administration (1982), as well as
several honourary degrees. In 1992, the government of Japan awarded him the
Order of the Sacred Treasure (gold and silver star) in recognition of his
contributions to the Japanese Canadian community. A remarkable man with a
generous spirit, Tom was deeply loved and his loss will be felt by all who
knew him. A memorial service will be held in Victoria in January (date, time
and place to be announced). No flowers by request. If desired, donations may
be made to the Nikkei Museum and Heritage Centre in Burnaby, or to the
University of Victoria Bursary Fund. "And every winter turns to spring".

WALTERS, Thelma Vivian (nee Munroe) May 19, 1910 Dec. 19, 2006 Thelma passed
away peacefully on Tuesday, December 19, 2006 at Sidney Care Home at the
celebrated age of 96. Predeceased by her loving husband Paul Raymond
Walters, she is survived by her one remaining brother Bill, daughters; Rena,
Yvonne (Don) and Adele (John), 4 grandchildren; Michelle, Jason, Heather and
Dean (Danielle) and one great grandchild; Olivia June. Thelma will be
greatly missed but always remembered for her deep kindness, her incredible
and sparkling blue eyes and her love of all things chocolate. Born and
raised in Whitehead, Nova Scotia she often spoke of the good memories
created there and in Boston, where she went to school for a year or so in
her youth. Later, while she and her husband were raising their girls,
Thelma's delight in children found her teaching Sunday school where they
lived in Halifax, NS. After Paul passed away Thelma came west to British
Columbia and happily spent her time visiting her beloved daughters as much
as she could, often spending months at a time with each. Eventually she
settled in beautiful Sidney-by-the-Sea where the ocean air and her family
kept her young at heart until the end. Your spirit lives on in us. We love
you. 326850
