I wanted to say thanks to all of you trying to set me straight. I guess the confusion for me came in the RM compared to a Municipality and Neil, the book looks better and better! I will not continue with the subject as I've taken up a big portion of your time already. I think I am getting the idea and so appreciate all your advise.
