I think you gave up too quickly on Minnesota.
Westbrook is a city in Cottonwood County

I found this J___ Hans___ in Cottonwood County--and I wouldn't rule him out.

County of Death: COTTONWOOD

13 and 30 sound very much alike in English.
As old as this guy was when he died, it's likely the death informant was a much younger relative who was unaware of the exact year and place of birth. Also note that in 1972, someone born in 1884 would have been 86 years old.
