Hi Bonnie.

The Information Commissioner is an independent ombudsman appointed by
Parliament. As such he reports directly to Parliament rather to the
government.

Information Commissioner John Reid is supportive of our efforts to
obtain unrestricted access to all Census records. As such, I do not
believe his office would be responsible for any stalling or unnecesary
delays. Ivan Fellegi, on the other hand, opposes our efforts and I can
see him stalling things in any way that he can.

It is probably because they have been ordered to stall, and give the
gob't
time to get the legislation through first.
Our only hope now is that Felligi retires. And he will not.
