Dear Gordon,
I hard like to suggest this, but on my boatman census of 1881 is a JOSEPH
KEMPSON aged 24 , unmarried , a boatman (barge), he was an inmate of
H.M.Prison, Winson Green,Warwicks.
He would therefore have been born c 1857, and could be the grandson of your
WILLIAM.
I have no more details.
