I show in the marriage index a groom by the name of Samuel Phillips, Jr. married to Mary C. Powning on 9/25/1897 in Book 006 Page 0335. Nevada County, California
If this is the same Samuel, you can obtain the marriage cert. and it may tell who his parents were.
