Robert, my guess is that it was not there to collect revenue but to act as
as a "Go For" vessel as it would not be of much use as a war vessel. It was
probably small and much more manueverable than the ships of the line, so it
may have been used to carry written messages, orders, queries and perhaps
ferry personnel and maybe small amounts of supplies between larger vessels.
Also dispatches were no doubt sent to Nelson from the Admiralty and he, no
doubt,
dispatched reports and requests back to them. It would make emminent sense
that a revenue cutter would be useful to perform such tasks.
I base my guess on the fact that the U.S. Coast Guard is an arm of the
U.S. Treasury Department during peacetime and it patrols the U.S. coastal
waters
intercepting smugglers and seizing contraband but during wartime, it is
turned over to the U.S. Navy to perform whatever tasks the navy may require
of it and its armada of small ships and boats called "cutters".
