The easiest way to order a certificate at the GRO is to first look up the reference numbers in the indexes. When you quote these numbers, they can find it very easily and even charge less. If there is an LDS Family History Center near you, they may have the indexes which you could use. Check the www.familysearch.org site for a listing
of FHC's by area. Eventually these indexes will all be online at http://FreeBMD.rootsweb.com ; many volunteers are transcribing, but it will take a few years. About 3-4% are done now.
When I first ordered a certificate, I sent the information which I had. Unfortunately, someone had given me the wrong date and I had assumed the place, so they couldn't find it. If I had given less information, they would have done a longer search and probably found it.
Also to answer your questions, could be yes to all. a) You could have possibly sent information which wasn't 100% accurate; they don't look elsewhere than where you tell them. b) I don't know where you ordered, but I have sent to the address at http://www.statistics.gov.uk/nsbase/registration/certificates.asp and it worked. c)
nobody's infallible but they probably do know what they are doing d) I think the records are pretty complete, but who knows, some registers may have been damaged e) it wasn't compulsory to register births until sometime later (1875?) so some births were not listed, and even afterwards some got missed or forgotten f) I would look for
the indexes first
I have access to the GRO indexes and could look up these names to see if they are listed, and give you the reference no's if you would like. I have not had time this week to do research but am hoping to get there next week.
