]She should contact by s-mail the "Clerk of the Court" at whichever Superior
Court her adoption was finalized at. It might be prudent to also send a cc
to the "Presiding Judge San Diego County Superior Ct., at the address in
San Diego.
I would suggest an explicit statement of the problem, & the need to unseal
the record. Probably best accompanied by a request from a doctor based on
medical necessity. If she has a copy of the court's adoption order, she
might also include that. It might make it easier for the officials to find
the info.
That of course based on a presumption that it was finalized in San Diego
county.
We were a military family, received my youngest brother in PA, started
official proceedings in NC, & got the final court order of adoption in CA.
Like many military families, we got around a lot.
My youngest brother had this done in Orange County many years ago, & it was
done quickly. Well, quickly for a court.

Elsie was adopted as a young child by a military family who raised her. She
is older now and needs medical and other assistance which she could get from
BIA if she can find her adoption records.
