Melody,
There copies of the same document. The county makes out the certificate
and sends a copy to the state. All are put on micro-film/fiche and
copies are made from that whether at the state of county level. Just use
the one that gives you the better service.
One note: The state copies them on a nice 8-1/5x11 form and does them up
pretty nice. S.F. gives you a 2/3rds photo-copied sheet with an
impressed seal. The state's LOOKS more official and all counties will
look uniform.
