As for the SF Heath Dept., if you're facing City Hall, it's to the left
& slightly behind on the corner catty-whumpus from City Hall. The SF
Superior Court is to the right. You can find the SFDPH at:

I assume you're going to the Library as well. Facing away from City
Hall, it's in front of you, slightly to the right. Periodicals which
has all the newspapers and city directories and phone books is on the
fourth floor, the SF History Center on the 6th. NOTE: there are also
olds actual directories straight down the hall from the help desk at the
Herb Caen Periodicals center (4th floor).
