Subject: SF county designation 38 or 90

Would some kind person please explain what criteria determines when San
Francisco is listed as (county) 38 or 90. I used to think it was an old
(before a certain date) and a new (after a certain date) designation. But
after looking at the death indexes for a few months, I realize this is not
what is occurring. As San Francisco is a city and a county, I can't quite
figure out what causes the difference. Can you help please?
