Hi all I wrote the following letter (somewhat changed to keep simple here)
to the Stockton Planning Department, Anthony Pescetti, Barbara Matthews,
Patrick Johnston, Gray Davis, Richard W. Pombo, and Barbara Baxter. These
persons are listed in the Stockton Phone book, or you can visit the Calif
government page for addresses.
RE: Illegal use of Stockton State Hospital Cemetery property

This letter is to inform you that there seems to have been illegal
use/building of the Old Stockton State Hospital Burial Grounds.
It has come to our attention that the grounds of the cemetery are slowly
being encroached upon by local offices and businesses. This cemetery is in
danger of being completely obliterated by those companies that border the
property.
There is a law against using cemetery property for anything other than
burial until ALL remains have been removed to another cemetery. As the
information being forwarded to you shows, this has not yet happened. It is
most certain that such a large undertaking would have made at least one
newspaper in the past 90 years (3,500+ bodies would not be a small task to
move).
We would appreciate any help in correcting this error in judgement as soon
as possible. We are not demanding that the changes/structures on the
property be removed, but wish to save the small parcel that remains. This
could be made into a memorial park for residents of the care home, or
incorporated into Rural Cemetery located on the east border of this old
burial ground are but a couple of the options that would be most beneficial
to all concerned.
Another concern is the lack of a list of the over 4,000 original burials
(some having been moved in 1925-26 to Rural Cemetery). The State says
these are considered medical records. These burials took place at least 90
years ago. This information needs to be made available to researchers. The
information needed would be-- Name, date of death, age at death & where
buried. This list could be retained at the San Joaquin County Historical
Society, Rural Cemetery (favored option), or even at the State Archives.
