The best place for passengers coming into California -- if the ship is
included -- are the volume Louis Rasmussen did on ships passenger lists to
California. I think there were four of them, and most libraries in Calif
that have a decent genealogy section should have them. For 1849 only, look
at Argonauts of California, starting with the index.
The really hard way to get the lists is to look in the issue of the Alta
California (on film at the SFPL and probably others) for the day the ship
came in and a couple of days after. These lists were apparently
Rasmussen's primary source.
There are also some lists, occasionally transcribed, in the NY papers of
passengers on ships leaving.
Try searching "ships passenger lists" on google, maybe with a qualifier of
the departure city, and see what comes up.
