From the 1860-61 San Francisco Directory:

INDUSTRIAL SCHOOL

The industrial School or House of Refuge for juvenile Delinquents of the city county of San Francisco, instituted by act of the legislature in April, 1858, is situate about seven mile south of the City Hall, and on the Ocean House Road. This department consists of a President, Vice-President, and fifteen Managers (six of who are elected annually, to hold office for two years, and until their are elected and qualified, and three are are appointed by the Supervisors out their own board); Life Members, who have paid $100; Yearly Members, who have paid $10; Secretary, Treasurer, Superintendent, Deputy Superintendent, Teacher and Matron.

This offspring of a nobel benevolence on the part of the business men and citizens of San Francisco, was inaugurated May 17th, 1859. Its purposes are declared solely to be "the detention, management, reformation, education and maintenance of such children as shall be committed or surrendered thereto". It may receive vagrants living and idle or dissolute life, under at the age of 18 years; or children under 14, who, on being tried before the Police judge or Court of Sessions, shall have been fond to have don an act, which if done by a person of full age would be a crime or misdemeanor. Boys and girls may also, on application to and private examination before the Police Judge in chambers, become inmates of and receive all the benefits to derive fro this institution. All children received into it may be place to such employment, and and may receive such school instruction as is suited to their capacity, and they may, with their own consent, be apprenticed to learn such trade!

It is supported by membership payments, private contributions, and subsistence fund of $1,00 per month from the city and county. Its Educational Department is sustained out of the School Fund of the city and county of San Francisco.

Total number of inmates received up to 6th June, 1860 - 65, of whom 1 received by surrender from father; 64 committed by Police Judge or Court of Sessions; 3 colored, 62 white; 5 girls and 60 boys.

Age, last birthday, as far can be ascertained bing , however, in many cases only a judgment formed from personal appearance:

here is the scant info I have:

11th district of SF page 65 of the 1860 census. Schedule 1. 27July1860
Joseph B. Leonard is the Sup. House of Refuge. and two of the "inmates"
i'm interested in are Manuel Puentez and Joaquin Puentez ages 10 and 12.

I do have a list of the other workers and inmates. If a scan of these
pages would help I can send it but thought an attachment would be out of
order for this public group. let me know about this.
