In Sacramento County there are death certs for those early years - but just
for Sacto. I wonder if that is the only county which has them?

There are no Death Certs for 1899. I wish there were.
If you call or visit the cemetery, they MIGHT have more info. I found that
in the case of my GG-Grandparents at the Hills of Eternity in Colma. They
had cause of death on my granddad's cousin (drowning).
