The state required birth registration in 1905 - when soc. sec. came into
being, the state made available delayed birth certificates which required
2-3 different types of proof of birth (insurance, marriage, children's birth
certificates) to register the birth if one hadn't been recorded previously
but not many people did it on a delayed basis either for births prior to
1905......my mother was born in Sierra county in 1917 and she doesn't have a
birth certificate recorded - no one got to town to take care of the home
birth and only medical personal at the birth were required to file a birth
certificate until hospital births became common and then the hospital took
care of it for the new parents....suggest you try to find a mention of her
birth in the newspaper since births tended to be news in that
era......baptismal records are another source......
