Hi Dorothy,
Passenger lists show all the people who are travelling together on one boat.
So if the father came to the US in 1889 alone, then he will just be listed.
If the mother and 4 children then came together in 1891, then they will all
be listed.

All passenger lists tend to be set up differently. Some are alphabetical by
last name, some group families together and show the relationships - both
methods very helpful and make searching easy. But some passenger lists have
the names in no particular order with no relationships shown. So you will
need to have a general idea of the ages of the people you are looking for.
And make sure you scroll through the entire passenger list - especially if it
isn't in alphabetical order.

Since the children came over in 1891, you can try searching for them on the
Ellis Island website. Stephen Morse has created a wonderful search engine to
use on the Ellis site:

You may have better luck finding the children using this search engine. It
allows you to enter all of your search criteria on one page, such as port of
departure, ethnicity, age, etc.

Even passengers that came over in steerage are documented upon arrival. (All
of my ancestors came over in steerage also.) At the very least, you'll find
a passenger list. But it can take some creative looking!
