Hi,
Here in Rhode Island, we've used a program that was developed for our
Cemetery transcription project.  It's available through the Association
for Gravestone Studies.  I'm not sure about the details on how to obtain
it, but you might try the AGS web page http://www.berkshire.net/ags

I do know the program is being used in several states and does a good
job of keeping track of who's who in the cemetery.
