I'm sorry, I know it is no laughing matter, but you do have a way with words....I sat here and laughed at this so hard My husband though I was having a choking fit....LOL

Again, I'm sorry the NJ Dept of Transportation is so rude to you....I am having the same problem here with my tree. One of the cemeteries was desecrated by bulldozers (swear they didn't see the stones) and another was so covered up with weeds and kudzu when someone set their goats in to feed they discovered head stones.....the people never knew they bought a cemetery, they thought they got an empty field!
