I can't help you with the specifics of cemetery preservation in Florida but I can
give the following bits of advice.
1. Never give up, never surrender,
2. The squeaky wheel gets the grease, if you make enough noise, someone will pay
attention. Talk to anyone you can think of including the newspaper, they can do a
history piece on the area and families that settled the area in the early 1800's
with mention of the cemetery. You want everyone to know about that cemetery,
after all they really can't do any damage to the headstones.
3. Read and understand the statutes in Florida that apply to cemeteries until you
can quote them word for word, then quote them word for word. If all else fails,
find a sympathetic lawyer.
4. Look into the requirements for a historic designation of some sort.
5. Finally, if a house is built on the site, knock on the door and ask the person
who answers if they know anything about the cemetery the house was built on,
repeat as often as a new person moves in.
