I don't know whether they would be the ones to contact, or whether the Berks
County government itself is involved at this point, but it would be a good
place to start.

The local newspaper is the Reading Eagle. They have a website.

I am still waiting on 1) the article in question, and hopefully I will be
receiving a list of the 57 graves so that we know just who we are dealing
with here.
