Hello James,
I am certainly no expert but your story is very similar to mine so I
thought I would share some of my findings to see if it will help you.
First of all, I am not aware of a 1925 census. Are you sure it is the
official census because it was conducted every 10 years and the latest
available census right now is 1930? The 1940 census won't be
available to us until April of 2012. My father is still alive and he
says he filled out an alien registration request every January for my
grandfather so I have requested an index search for him through the
USCIS and when I receive that I will request an alien registration
number request to show he was not a citizen at the time of my father's
birth. Also, check his death certificate through the vital statistics
department when he died. My grandfather's is wrong as says US citizen
but perhaps yours is correct. Lastly, perhaps he registered for
social services for WWI or WWII. I have a copy of his draft card for
WWI showing he was not a citizen but it was before my father was born
as thus not valid in the eyes of the Italian consulate.
