If you look at the Canada Archives site it implies that they kept no records
prior to 1865. Pre 1908 there was free movement between the US and Canada.

Hi Odessa,

That would be interesting since my grandfather "ran away to sea" at age 17
and landed in Halifax. He embarked from St. Helier. I am under the
impression he was in the merchant marine, working on a ship, or in a branch
of the Royal Navy. Have no idea which.
