"Park" in 19th Century Liverpool didn't necessarily imply "pleasure
gardens". In the mid century, several areas were developed as parks.
These were gated, roads laid out and plots sold to wealthy merchants to
have houses built to their own taste. Fulwood Park and Cressington Park
still exist. Some of the others, including Toxteth Park were further
developed later.

Yet other Liverpool parks were pleasure gardens - Sefton Park, Stanley
Park & Newsham Park are good examples. The gardens were financed by
selling off plots of land around the perimeter to developers on a 99
year lease.
