Sue,

The Cheshire Record Office now holds all the records previously held at the
Chester City Archives.

The CRO has a lot of records concerning schools so it is possible that they
have those for the Industrial School. Remember though that by 1881 a lot of
new schools had been built to cater for the free elementary schooling
(introduced in 1870) for under 12s; so your ancestor could have worked for
any of a number of schools in Chester at that time.
