I think you'll find Pat & Bill's beef is with the Wirral MBC, not the
Canadian Post Office.
A print of an application form for a certificate, obtainable from the
Cheshire BMD site, contains the following at the foot of the form :-
"5 REMITTANCE ENCLOSED (POSTAL APPLICATIONS ONLY)
Overseas: applications should enclose a self addressed envelope and two
IRCs, with payment by Bankers Sterling Draft payable to : Wirral M.B.C."
