There is nothing in marriage law which specifies the age of a witness. It is
left entirely to what the Registrar or Authorised Person will allow. They
seem to make up their own rules. If the family wanted one of them to be
someone under 18 years of age I generally asked for three witnesses - not
legal, but protected my conscience.
