Just to be clear, you can't obtain BMD certificates from record offices.
It's the _Register Office_ that you need to write to (they're different
departments). In this case it would be Chester Register Office, Goss
Street, Chester. The simplest way would be to find the marriage on
CheshireBMD:
www.CheshireBMD.org.uk
... then click on the reference number to the right of the correct
entry, and print out the application form which appears. More detailled
instructions are given on the site.
