Subject: What is a Mossreeve?

From Chapter 11 of "A MERSEYSIDE TOWN IN THE INDUSTRIAL REVOLUTION ST.
HELENS 1750 1900" by T. C. BARKER & J. R. HARRIS 1954

"Prescot Historic Society. Sutton Township Book. Vestiges of the old
manorial court clung to Sutton township administration, shown in the
appointment of the four men, burleymen and mossreeves. The resolutions of
several township meetings are recorded. The whereabouts of the remainder of
the township records is unknown."

I wonder if anybody knows what a 'mossreeve' may be?
