Entirely possible, Sally, and not at all unusual. For whatever reason, that
name had to be used, maybe the child was named after a grandparent, or other
person important to the family.
I'm not too sure about the naming patterns in England.

But! If you find two children with the same name in one family, don't assume
the older one has died until you also find the death registration.
I have actually found samples of two living children in the same family.
They would likely be going through life with a nickname to keep them apart.
