Partially correct Ray,
Those entitled, had to notify War Office of their entitlement and if correct the
medals were then ISSUED by post to the confirmed address.
The method of ISSUE was different for commissioned officers to that for the
Other Ranks.

Just to play devils advocate, my father served in the second world
war and never received his medals. Aparantly they weren't ISSUED you
had to write and claim them. His attitude was that they found him
soon enough when they wanted him to serve so why couldn't they take
the trouble to send him the medals when his service was over.
