Wherever you looked up "publican" that gave you 'tax collector' must
have been a very old dictionary! The apostle Matthew was described in
the King James' Bible as a 'publican', meaning 'tax collector', but in
more recent times the term is synonymous with 'innkeeper', so I suspect
that your Robert Smith was more concerned with paying as little tax as
possible than with collecting it!
If Robert left no Will, and there is only an Administration, then it is
unlikely that buying the Admon (as it is usually abbreviated) will tell
you any more than is in the index entry.
I'm afraid I can't help at all on your other questions, but other
listers are sure to.
