Sounds to me like the Family Search people need to set up an authorised list
of place names that all transcribers conform to so you only have one choice
for a place like Stockport. If a place has changed counties over the years
then there should be an entry for each time period to indicate that. It is
the sort of thing that librarians use the world over so that subject
headings attached to the items in their libraries are consistent.
