We are talking here about legislation - not rules, regulations or
bureaucratic procedures but legislation. Usage of that definition implies
that Marriage Act, 1949 and the Births and Deaths Registration Act, 1953 are
merely collections of petty regulations. That is categorically not the case
so usage of the term is thus invalid and an insult.
If you think the registrar is not applying the legislation correctly then
challenge that decision properly instead of descending to the level of
insults.

With that description from the dictionary and the facts in this case would
suggest that my own use of the word jobsworth is indeed correct. Whether
I get my own way over this case is immaterial and I never expect to get
what I am not entitled to however in this case where one registrar allowed
it but his successor will not is showing contempt at common sense

That it is also a disgusting, unfounded and contemptible slur and
unworthy of anyone on this list.
I get sick and tired of people who make these comments simply because
they don't get their own way. What are civil servants and council
officers supposed to do? Break the law?
The registrar concerned has given an adequate response based on his
interpretation of the law. If anyone thinks that interpretation is
wrong there are proper ways of mounting a challenge, none of which
involve the use of childish insults.
