because the website has temporary computer problems. Minh-zen can search it by date of birth or by name or by birthplace. He can also register himself for free.
As far as I know, a baby brought into the United States was treated as an immigrant and a file or dossier of information was collected by the Immigration and Naturalization Service (now the U.S. Citizenship and Immigration Services).
The Privacy Act of 1974 gave citizens access to much of the information that the federal government of the United States was maintaining on them. I have often recommended that adoptees request copies of that information, but no adoptee has sent me feedback to indicate if my advice was good.
