Has to do with character sets and the way computers handle them from the
sender through the server and on to the recipient. It's the main reason why
Irish language email lists used slashes instead of accents to display long
vowels.

I've noticed the problem arises especially on digests - the examples you
gave came out fine on the individual messages I received, while the digest I
get on a web-based mail had the same gobbley-gook.
