I've been kicking this around for the last couple of days, and this is my
theory:
I'm willing to bet that Sarah was in an auxiliary of that particular GAR
post. There was a group referred to as the Ladies of the Grand Army of the
Republic. That would explain why she gets a flag on her grave; it could
even be that she served in some administrative capacity or on their board or
some such. Most GAR records were either lost or destroyed, but some still
survive. There's an off-chance that this particular post's records survived
as well.
The GAR turned into todays Sons of Union Veterans. Try looking on their
page (www.suvcw.org) to see where to go next.
