Hi Stephen,
Here's something interesting - evidently the military value of
the prisoner exchanged was considered.
Example: Exchanged were 2nd Lt. C.R. CHAMBERLAIN (also
Charles P. CHAMBERLIN, 3rd. Virginia (Vermont) Volunteers,
2nd Lt. D.C. DALE, 1st. PA Volunteers (13th PA Reserves),
2nd Lt. T.W. MOFFITT, 3rd Indiana Volunteer Cavalry, 2nd Lt.
J.N. BLUNDIN, 4th PA Volunteers (Reserves), and 2nd Lt.
S.F. HIND (also HURD), 5th New Hampshire Volunteers for
Brig. General E.W. GANTT, C.S. Army.
Another: Col Thomas F. GALLAGHER, 11th PA Volunteers (Reserves),
for Col J.E. BAILEY, 49th Tennessee.
Source: G.O.#118 of Aug. 27, 1862, listing "Pennsylvania
officers of the U.S. service, who have been exchanged as
prisoners of war for prisoners taken in arms against the
United States".
I know the Union was losing the war during 1862, and they needed
their officers back, but I'm hoping the ordinary enlisted man
was traded later on.
Hope this helps!
Ann

Have a question regarding the practice of paroling prisoners during the
war. What was involved, when was it done, and was the solider prohibited
from rejoining his unit?
