That is disgusting and heartbreaking.

I have to think the person thought there was something else in there ; and when they found what it was probably discarded it. A possibility, if your cousin has some young relatives in the area perhaps they could make up flyers and post/distribute in the area.
(If you can, a small reward might provide incentive.)

Also I understand that nowadays the Boy Scouts and the Girl Scouts have badges for genealogy. Perhaps a local troop would be willing to scour the area on a Saturday.

And just in case this punk is more sophisticated than I think, keep an eye on eBay. Never looked myself but I understand there is a thriving trade in old books, old photos, etc.
